Officers-in-charge will go to the working places of their subordinate staff during their working hours to observe their performance. They will also conduct surprise inspections and check the attendance record of their staff.
(3) Disciplinary action
Disciplinary action will be taken by the Department against staff who are late or leave early for work or who are absent from duty without leave as well as those who put down false entries in the attendance register.
The second part of the question asks about the performance appraisal system of the Department, the number of staff who have been disciplined (including suspension of duty) in the past three years and the distribution of these staff among the various grades.
The present performance appraisal system requires supervising officers to monitor the conduct and performance of their staff and put down their assessment in the annual performance appraisal reports. For staff whose performance is unsatisfactory, the Department will give them advice, guidance or where necessary issue them with warning letters so as to urge them to make improvements.
At the same time, the Department has always paid close attention to the conduct and discipline of the staff. Disciplinary action in the form of verbal or written warning, pecuniary penalty in addition to written warning, reprimand, severe reprimand, salary reduction, compulsory retirement and dismissal would be taken against those who misbehave. In the past three years, the Department has taken disciplinary action against over 200 field and office staff for lateness for work, absence from duty or abscondment, among whom 30 were dismissed or were compelled to retire. The number of staff who have been subject to disciplinary action is listed in Annex I.
The third part of the question asks how the Department strengthens monitoring the overall performance and efficiency of its staff members.
The Urban Services Department (USD) has always attached great importance to the performance of its staff members and is very concerned about the Report on the performance of field staff of government departments recently published by the Audit Commission. The Department has collected the relevant information so as to conduct a detailed study on the performance and monitoring problems of field staff mentioned in the Report. While the Department has put in place a set of staff performance monitoring system, the possibility of certain staff members being undisciplined cannot be ruled out. The Department is now conducting a review in this regard and appropriate improvement measures will be adopted if necessary. Besides, the Department has reminded the heads of all branches to ensure strict observance of the
