If we were to set up an arts fair, I consider that the most suitable site would be the piazza of the Cultural Centre or the waterfront park (as Mr. Ambrose CHEUNG proposed). Hence, apart from objecting to the motion, the Democratic Party will move a motion under 'Any Other Business' at the Standing Committee meeting next Tuesday. It is hoped that the Chairman will give his consent. The motion will read 'recommending that an arts fair be set up in a venue of the Council'. Thank you, Mr. Chairman.

Ms. JENNIFER CHOW KIT-BING (in Cantonese): Mr. Chairman, Mr. CHIANG's idea of a flea market is a brilliant one. In fact I fully support the proposal for the setting up of flea markets or even hawkers' permitted areas, because in whatever circumstances, they would create job opportunities and stimulate the economy.

While the idea is a very good one, what I am most concerned is how to ensure the best arrangements to make it more attractive, sustainable and unique. May I ask, if it was run only on Sundays, how many job opportunities could possibly be created and how much help could be rendered? I hope Mr. CHIANG will elaborate on this later, particularly the aspect of time. Ms. Christina TING also mentioned the problem of clash just now. Is there any technical solution to the problem? If there is, I am sure the site may be regarded as an appropriate one.

Just now a Member also mentioned the piazza next to the Tamar Base, which is being leased to the Tourist Association. I consider that we could be more proactive by contacting the Association to find out the possibility of cooperation in projects such as setting up a hawkers' permitted area in the form of an illuminated night fair, or cultural extravaganza. We could find out whether these could be arranged.

I consider that site selection for the trial scheme is a very important because it has to ensure success. To ensure success, careful consideration must be given to site selection and arrangements, the time factor and the existence of any clashes. We should also consider whether different modes of operation should be introduced for different locations. For example, the site proposed now is also suitable for the setting up of an arts fair,

Thorough consideration must be given to the relationship between the scheme and the existing hawker policy. In other words, there should be comprehensive planning for the trial scheme and site. We should not simply identify a site for the trial scheme, leaving everything else unplanned for.

I agree that we should be more proactive and positive. With Mr. CHIANG's motion, the Council may take the first step, but after
