Another important process in identifying a site is to secure the support of local residents and the relevant District Board, or at least consult the views of the District Board before the Council makes its decision if it considers necessary. Unfortunately, as the motion clearly states that ...RESOLVED that the Council set up
instead of ...RESOLVED that the Council study/explore......, implementation would immediately follow. However, no consent has ever been sought from the relevant District Board.
I wish to state here that the Democratic Party does appreciate the spirit of the motion put forth by the two Members and also supports the concepts of flea markets and arts fairs, but as far as the voting this time is concerned, the Party finds it difficult to give its support. Thank you, Mr. Chairman.
MR. WU CHI-WAI (in Cantonese): Before receiving the motion, the Democratic Party had all along thought that Mr. CHIANG Sai-cheong would be promoting the concept of a flea market, which had been discussed at length at past meetings and supported by the Council, with the Department being instructed to identify a suitable site for the trial scheme. However, after listening to the motion today, we have discovered that the concept is quite different from that of a flea market and is more like that of an arts fair.
The Democratic Party fully supports the idea of an arts fair, because it is our wish that the Council's public venues could be open to artists, where they could create and display their works of art while members of the public may take part in these types of activities.
Unfortunately, judging from the substance of Mr. CHIANG's motion vis-a-vis that which we discussed in the past, our greatest concern is that the plan for an arts fair might flop and become the so-called flea market on an inappropriate site.
My first point is therefore that the wording of the motion has not accurately reflected that what Mr. CHIANG has in mind is an arts fair and not a flea market. This is the first point.
Secondly, Mr. CHIANG mentioned that the setting up of a flea market would generate revenue for the Council. However, the jointly signed letter from the Home for Artists indicated that while they hoped the Council would endorse the proposal, the use of the venue would be free of charge. This seems to be at odds with the motion. If the Council desired to generate revenue, how could the use of the venue be free of charge?
It was on these two grounds that the Democratic Party indicated its disagreement to the setting up of a flea market in the Coliseum piazza, because in my opinion, if the site was meant for the setting up of an arts fair, the term of 'arts fair' should be used in the motion and if not, we should identify an alternative site appropriate to the wording of the motion.
