Steering Committee, but also within this Council. We have to remember that a campaign for cleanliness does not stop at publicity, it involves enforcement, action and education too. There is need to conduct a review of all four aspects. Therefore, only pointing out that the Joint Steering Committee would review effectiveness of the Campaign is not sufficient.
Mr. Chairman, I hope Members see that there are three main points of difference between the amendment and the original motion. The amendment stands stronger than the original motion. I hope Members will support it. Thank you, Mr. Chairman.
Chairman (in Cantonese): Since no other Member wants to speak on the topic, I call on the mover of the original motion, Mr. Joseph Chan to exercise his right of reply. Mr. CHAN, please.
MR. JOSEPH CHAN YUEK-SUT (in Cantonese): Mr. Chairman, some Members feel that the main content of the original motion is similar to the amendment, but there are two points. I already went over them when I spoke before.
We feel there is need for a comprehensive review, and in fact we have already resolved to do so at the Joint Steering Committee. That resolution has been endorsed by the Public Health Select Committee too. So, the review will be conducted this year and it has already been included in the work schedule of the Joint Steering Committee. We will commission an outside consultant firm to conduct a comprehensive review.
The choice between the Litterbug and the Dragon of Cleanliness was raised by a Member for discussion. Which is better? It would be part of the review and it has to tie in with the need at that time. In the past, we chose a mascot detested by people and we condemned the Litterbug. Now we have the Dragon of Cleanliness in place. The idea is to call for active participation and enhance the level of active participation. We have gone past the stage of presenting a detestable mascot.
Some say the image of the Litterbug is deeply rooted in the hearts of the people and that may have to do with a better publicity strategy. I know that the Government of Indonesia came to Hong Kong to learn about it. The Indonesian Government thought that the design of the Litterbug was very good and asked for transfer of the copyright. Probably, the Indonesia Government was of the view that a detestable mascot would have good deterrent effect. In fact, the two images represent different methods of presentation. We should review the technical side or the strategy and then come up with a new strategy suitable for the needs of our modern society.
