I will try to fill in the reason for moving the amendment. First of all, I speak about requesting Government departments to correspond actively. In the original motion, the wording is ...... the Council shall actively strengthen its liaison and cooperation with relevant Government departments......". It seems to suggest that we seldom cooperated with Government departments in the past. In fact, as pointed out by Mr. WONG Kwok-hing, we have been cooperating with relevant Government departments.
Let me draw some examples from my constituency. Take Mosque Street, departments have been very cooperative and joint raids were conducted regularly. The problem is whether senior officials are willing to correspond. Front line personnel of different departments often kept to their own and held control of their own forts. For example, without the cooperation of the police, it is difficult to conduct any raid because other people may cause nuisance. So, it is an important condition to have departments' cooperation.
Mr. Li Wah-ming spoke about the Joint Steering Committee. I wonder if Members are aware of the terms of reference of this Committee. I shall list them out briefly:
1. to plan and formulate on behalf of the two Municipal Councils the strategy of the territory-wide Keep Hong Kong Clean Campaign;
2. to co-ordinate all relevant activities in the territory; and
3. to supervise publicity activities in the territory for the above purpose. Our activities are territory-wide activities. However, with the exception of the Urban Services Department and Regional Services Departments represented by Assistant Directors on the Committee, representatives of other departments may be Staff Officers or other officer grades. I am not saying that they are low-ranking officers, but they are below the rank of Assistant Director. How can we expect them to be able to launch and respond to the decisions of the Joint Steering Committee? As such, the amendment's request for Government departments to respond actively bears no hint on any problem with communication.
The second point has to do with improving the publicity strategy. May I ask Members if you remember the Litterbug or Dragon of Cleanliness better? Do you like the Dragon of Cleanliness more or detest the Litterbug more? Should we in future stick to the Litterbug or Dragon of Cleanliness in our publicity strategy? These are the issues to be reviewed.
We started bringing in the Litterbug in 1972 and the Dragon of Cleanliness emerged in the mid-nineties. What shall we do from now on? I think there is definitely need for a comprehensive review and this is precisely mentioned in the amendment by the Democratic Party.
The proposal for a review of effectiveness was raised at the meeting of the Joint Steering Committee earlier this year and it was supported. As to what to do in conducting the review, I think we must do so not only within the Joint
