operators in self-discipline actions. Fresh provision shops were urged to place animal carcasses including fat, bones and animal heads in buckets, and not to leave them on the pavement, otherwise, it would affect environmental hygiene. Under these motivations, the situation improved. Our next step will be to mobilise residents and resident groups there to participate and support.

I think it is more important to mobilise public participation in keeping Hong Kong clean. If we do not do that, the Campaign will be no more than a publicity drive which does not prove very effective.

In view of the above examples, I must say that Mr. CHAN has pointed at the correct direction. Our task at hand is to call for cooperation among departments and joint efforts between Government and the public with a view to improving environmental hygiene.

As for the content of the amended motion, 'comprehensive review' has been added to the first two sentences. In fact, comprehensive review, sustain the effectiveness of the Keep Hong Kong Clean Campaign and improve publicity strategy are all good points. The only thing is that after putting in such wording, the spirit of the motion changes to the task of carrying out a comprehensive review first.

I feel that since the Joint Steering Committee has resolved to conduct a comprehensive review, moving the amendment does not bring anything new. The content is good too, but there is not really much significance. It does not achieve the effect desired by Mr. LI. If Mr. LI suggests something already decided on and being implemented by the Joint Steering Committee, under the circumstances, it loses the meaning and direction of Mr. CHAN's original motion.

I therefore support Mr. Chan's original motion. I call on Members to support the original motion so that the Keep Hong Kong Clean Campaign may be realised and the public mobilised to participate. Thank you, Mr. Chairman.

Mr. Kam Nai-wai (in Cantonese):—I have heard the speeches of Mr. Joseph CHAN and Mr. WONG Kwok-hing, but I do not quite understand the difference between the amended motion by Mr. Li Wah-ming and the original motion by Mr. Joseph CHAN. According to Mr. WONG Kwok-hing, adopting the amended amounts to loss of the original intention. I want to reiterate that the amended motion in fact states three points obviously different from the original motion by Mr. Joseph Chan.

Point one is to review the effectiveness of the Keep Hong Kong Clean Campaign. Point two is to improve its publicity strategy. Point three is to request Government departments to correspond actively. These three points clearly differ from the original motion by Mr. Joseph CHAN.
