HONG KONG PROVISIONAL URBAN COUNCIL

propose re-voting. It does not state that the Chairman is allowed to do so, but neither does it state otherwise.

Standing Order 17(2) states, 'Regular meetings must have a quorum of more than half of the Members of the whole of the Council, or else, the Standing Orders may be suspended...' This means that voting on whether there should be any re-voting is provided for. Why don't we decide whether there should be any re-voting under this Standing Order?

I have moved a motion on re-voting, which has been seconded by Mr. WONG Kwok-hing. He agreed with it and I did not see any Members objecting to it, but now there are Members who seem to be objecting to it. Mr. WONG Chung-ki too has seconded the motion on re-voting, which means that he agrees with it.

Why don't we cast a second vote? All right? Let us make a decision. To show the efficiency of the meetings of the Council, would everyone please decide quickly?

MR. LAI HOK-LIM (In Cantonese): Mr. Chairman, I hope you will incorporate the invocation of Standing Order 17, which provides for the suspension of the Standing Orders. Such is the proper way.

CHAIRMAN (in Cantonese): All right. I will invoke Standing Order 17, which provides for the suspension of the Standing Orders. After all, the most constructive proposal comes from the lawyer.

Let us now vote on the suspension of the Standing Orders and then on the re-voting. Would those Members who abstained from voting just now make up your minds as to vote for or against?

Would Members please vote now on the suspension of the Standing Orders and the re-voting? If you agree, please put up your hands.

We shall vote on the suspension of the Standing Orders. Good, it means re-voting.

MR. LEE KWOK-KEUNG (in Cantonese): Mr. Chairman, as the voting system is devised for voting on a motion, which is quite misleading, should we vote in another way, such as a show of hands?

CHAIRMAN (in Cantonese): I will repeat verbally. Voting is being taken on the suspension of the Standing Orders under Standing Order 17 and the procedural motion on re-voting. Is there anyone who does not understand or has not yet cast his vote? Please put up your hands. Good. Please count the votes.
