MR. JOSEPH Chan Yuek-sut (in Cantonese):-Mr. Chairman, under Standing Order 14(1), as Mr. CHAN Choi-hi's motion does not fall within the Council's jurisdiction, I move that it should not be included in the agenda of the current monthly meeting.

Chairman (in Cantonese):—Good. This motion on the order of business has been seconded by Ms. Jennifer Chow. Those who agree to place it on the agenda please vote for it and those who do not please vote against it. Those who abstain from voting please indicate their abstention. Please vote now.

The motion on the order of business moved by Mr. Joseph CHAN under Standing Order 14(1) was being voted on.

The motion was carried with 21 for, 12 against and 7 abstentions. (The record of voting on Mr. Joseph CHAN's motion is at Annex I.)

Chairman (in Cantonese):—The result of voting shows that there are 21 for, 12 against and 7 abstentions for the motion on the order of business moved by Mr. Joseph CHAN. The motion is carried by the majority. The fourth motion will not be discussed today because it falls outside the Council's jurisdiction.

Nevertheless, this does not mean that Members are not allowed to express their views privately, or on other occasions, or in any forum. It only indicates that it will not be discussed at a Council meeting. Members still enjoy their freedom of speech.

The next motion was originally moved by Mr. CHEUNG Yu-yan and was subsequently amended by Mr. WONG Chung-ki, Mr. Tam Kwok-kiu and Ms. Jennifer CHOW. The normal order is to begin by voting on the last amended motion.

First of all, the proposer of the original motion will move his motion and then the other proposers will move their amended motions. After the last proposer has moved her amended motion and spoken, Members may speak on the various motions and vote on the last amended motion. If this last motion is vetoed, voting will be made on the second last motion and so on. If all the amended motions are vetoed, then voting will be made on the original motion. In line with this order, would the proposer of the original motion, Mr. Cheung Yu-yan, speak please?

*RESOLVED that the Council freeze charges for one year, including licence fees, venue hire charges and market stall rentals, etc in order not to increase the burden of different businesses and trades and the living expenses of citizens."
