CHAIRMAN (in Cantonese):—I will tell you, Mr. Kam. The clause I have invoked is 14(1) on Page 9 of the Standing Orders, which states that motions shall be confined to matters within the jurisdiction of the Council.
As the motion does not fall within the Council's jurisdiction, some Members have proposed that no discussion should be held today. Would Members please vote?
Under Standing Order 14(1), it is moved that the issue should not be discussed today. There are Members formally moving and seconding the motion. Mr. Joseph CHAN, are you formally moving the motion?
Mr. Joseph Chan Yuek-sut (in Cantonese):—Mr. Chairman, I move that the fourth motion be shelved, that is, the motion should not be accepted.
CHAIRMAN (in Cantonese):—Please formally propose your motion.
MR. JOSEPH CHAN YUEK-SUT (in Cantonese): Mr. Chairman, under Standing Order 14(1), the motion moved by Mr. Chan Choi-hi does not fall within the Council's jurisdiction and accordingly I move a motion on the order of business. The motion is not to be discussed at this monthly meeting.
Chairman (in Cantonese):—Any Member seconding the motion?
MS. JENNIFER Chow Kit-bing (in Cantonese):—Mr. Chairman, I second the motion.
Mr. Lai Hok-LIM (in Cantonese):—Mr. Chan Choi-hi has in reality not yet moved the fourth motion. The motions should be moved in the ascending order. Mr. CHAN Choi-hi has not yet moved his motion and therefore, the Chairman should not defer it by means of a motion on the order of business. I think we should wait until it is his turn to propose the motion before putting forth the motion to defer the debate. It is so arranged in the proceedings, Mr. CHAN Choi-hi has not yet moved his motion.
