and criticizing UC buildings as all the same and with no artistic merit at all, these new buildings will shut them up.
Mr. Chairman, I think we can perhaps include photos of some more artistic buildings in our Annual Report in order to shut up people who criticise our buildings and allege we need the participation of outside architects to shine. More pictures in the Annual Report will show everyone that we do have buildings of high artistic merit.
Mr. Chairman, I have another point to make. On the last page of the Annual Report concerning the organisation chart, there is the note that it represents the set-up as at 31.3.1997. This Report actually covers the period 1.4.1996 to 31.3.1997. The former Director Mr. Albert LAM was in office until February 1997 and the new Director came to office on 11.2.1997. In other words, for the most part of that period, Mr. LAM was in office. However, there is no mention of the achievement of Mr. Lam. I think if we can specify the respective terms of office of Mr. Lam and the new Director, it would mark our respect for the leadership and achievement of the former. We must not forget once someone has left office.
Mr. Chairman, I just want to make this point. I am in support of the motion.
MR. DANIEL TO Boon-man (in Cantonese):—Mr. Chairman, if there is need for amendment, hadn't we better issue some kind of addendum? It would be better. Do you think we should attend to this?
Chairman (in Cantonese):—In response to your question, I would accept putting a note in the minutes. I don't think we have time to include an addendum and in any case, it is not worth spending on. The Annual Report has been studied by the Public Relations Sub-Committee, the editorial committee and the Administration Select Committee. I agree that your suggestions can improve this publication, but it does not mean that the Report is wrong. I think Members should look at the Annual Report as a whole and vote. Personally, I think it is quite appropriate.
We now vote on the Annual Report.
The question was put.
The motion was carried with one abstention from Mr. Daniel To Boon-man.
(2) Mr. Pao Ping-wing, Chairman of the Culture Select Committee, moved the following:—
