CHAIRMAN (in Cantonese):--Mr. Lai, Section 18(1) of the Standing Order deals with a lot of matters including deferment, referral to Committees or whatsoever of procedures.
MR. LAI HOK-LIM (in Cantonese):-There would not be much sense in referring a motion already carried at a Select Committee made to the Select Committee to handle. I think it is more appropriate to adjourn the debate indefinitely.
CHAIRMAN (in Cantonese):—Let me tell you my analysis of this. I have listened carefully to the speeches delivered just now and I find there is reason for this. The Standing Orders stipulate that any resolution passed should not be brought up for discussion again within six months.
This motion before us is somewhat different. The one discussed last time was for the Department to take action and follow up. I have accepted this motion before us now because its content is somewhat different. It calls for authorizing the Director of Urban Services to suspend licenses. The two are quite similar, but they are different. So I wonder if the mover and the seconder will agree to refer it to the relevant Select Committee for discussion. I do not want to repeat things. I now ask the mover and seconder to speak. After that, the question will be put.
I am more inclined to the motion carried at the Select Committee. The direction of both motions are similar, only the content of the motion before us now is clearer. It asks for authorizing the Director of Urban Services to suspend licenses. Now, the mover has spoken. Maybe I will ask the seconder to speak now.

First, let me say that I have actually expected the suggestion by Mr. Lai.
Secondly, Mr. LAI's worries have been resolved, in my motion. I don't know if Mr. Lai took a look at the motion carried at the extraordinary meeting on 3 June. If not, I would ask him to do so. In the motion moved by me carried at the meeting before last, I pinpointed two situations, one being unlicensed operations and the other licensed operations that do not comply with hygiene
