respect of the existing refreshment kiosks at the venues concerned will not be contravened.

Setting up additional permanent refreshment kiosks for selling ice-cream at UC leisure and recreational venues may be possible subject to the agreement of the Recreation Select Committee and also provided that there are no existing refreshment kiosks at these venues. However, care has to be taken to limit the number of traders in a pleasure ground in order to ensure compliance with the provisions of the Pleasure Grounds (Urban Council) Bylaws.

Ms. ADA Wong Ying-kay (in Cantonese):—I have two follow-up questions. The reply document mentions that the Recreation Select Committee discussed in June 1993 the designation of fixed locations in parks. From 1993 up to the present, the Council built many new parks and sitting out areas. Have we included new sales locations? Secondly, we have now decided to continue implementing the policy for the compulsory deletion of IHLs. I would like to ask Mr. Ip if he has planned to co-ordinate various Select Committees (Entertainment, Culture and Recreation) in the search for suitable locations in different venues to be made into fixed sales points so that IHL(FC) holders can continue to operate in UC venues.

MR. IP KWOK-CHUNG (in Cantonese):—Thank you for your follow-up questions, Ms. WONG. Firstly, on whether additional fixed locations have been included after 1993. I have a list at hand for distribution to interested Members. In fact, up to now, only three IHL holders have successfully obtained kiosk licences. Other locations are obviously not approved or favoured by IHL(FC) holders. We have in fact offered quite a number of locations, several tens of them. I will supply a list of the locations to interested Members after the meeting.

Secondly, on whether we will continue to look for suitable locations. If the Council continues to implement this policy, we will continue to look for suitable locations. We will continue to liaise with other relevant Select Committees too. As I said, the Recreation Select Committee is responsible for the management of facilities at venues. If the Markets and Street Traders Select Committee endorse the decision and the Standing Committee of the Whole Council decides to continue implementing the policy, the consent of the Recreation Select Committee will still have to be obtained before locations can be made available. We will certainly play an intermediary role.

MR. LAI CHI-KEONG (in Cantonese):—Mr. Chairman, I have a follow-up question with regard to the reply document by Mr. Ip. We all know of the 19 locations listed in the document for the above use and 3 successful bids. It is not up to date information. We plan to phase out all IHLs in 18 months. As stated in the reply document, we have a lot of resources at parks, piazzas, cultural and entertainment venues. However, there were only 3 bids although we offered 19
