of Principal Hawker Control Officer is set up to reflect their duties. The Principal Hawker Control Officer of each district is the direct supervisor of all Hawker Control Officers in the district and it is the highest ranking post in the new Hawker Control Officer grade.
As for the third part of the question, according to the existing government mechanism, in order to set up a new grade or to make any changes in the salary scales or structure of an existing grade in the USD, the following procedures must be followed. First, the proposal should be endorsed by the Urban Council and then submitted to the Civil Service Branch for consideration. If the proposal wins the agreement of Civil Service Branch, it will be passed to the Standing Commission on Civil Service Salaries and Conditions of Service for consideration and recommendation, and finally to the Finance Committee of the Legislative Council for consideration and formal approval.
The creation of the Hawker Control Officer grade had followed the above-mentioned procedures. The proposal was submitted to the SCWC for consideration and endorsement on 3 November 1992 (Confidential Committee Paper CW/105/92 (3.11.92)). Then it was passed by the Civil Service Branch to the Standing Commission on Civil Service Salaries and Conditions of Service for consideration. The Commission supported the proposal and submitted its recommendations to the Governor on 29 December 1992. On 16 July 1993, the Finance Committee of the Legislative Council formally approved the proposal of creation of a Hawker Control Officer grade.
(4) Ms. ADA Wong Ying-kay asked the following question:-Regarding the Council's engagement or commissioning of a person or organization for staging performance or organizing programme or any Residence Scheme, I would like to ask:
(a) whether the Council has ever cancelled any engagement or commissioning before the completion of the engaged/commissioned performance or programme or the Residence Scheme; and
(b) whether the Council has any regulation, policy or authority stipulating the conditions for disqualifying the engaged or commissioned person/organization.
MR. PAO PING-WING, Chairman of the Culture Select Committee, replied as follows (in Cantonese):-This question concerns general Council policy on engagement/Residence Scheme and involves other Select Committees' Chairmen. I will make a consolidated reply on their behalf.
Regarding part (a) of the question, there have been two cases of early cancellation of engagement/Residence Scheme. They are:
(i) In 1996, the Hong Kong Dance Company terminated an agreement with a composer prematurely due to his failure to reach artistic
