With the annual pay adjustments for civil servants in the past 3 years, the existing salary scales for the Hawker Control Officer grade staff are: Assistant Hawker Control Officer: $11,880 to $16,860; Hawker Control Officer: $17,710 to $20,256; Senior Hawker Control Officer: $21,525 to $24,850; Chief Hawker Control Officer: $26,020 to $31,230; Principal Hawker Control Officer: $32,695 to $35,845.
The structure of the new Hawker Control Officer grade is divided into five ranks. The duties and functions of the first four ranks, viz. Assistant Hawker Control Officer, Hawker Control Officer, Senior Hawker Control Officer and Chief Hawker Control Officer are similar to those originally performed by officers at corresponding ranks in the Foreman grade of the General Duties Team, and their salaries are roughly equivalent to salaries of officers at corresponding ranks in the Foreman Grade plus the special allowance granted to officers of the General Duties Team. As for officers of the highest rank, i.e. the Principal Hawker Control Officer, apart from performing supervision and hawker control duties, they also take over those hawker control duties originally performed by Health Inspectors, including the overall implementation of related policies, enforcement of hawker control legislation, and the market management duties which are unrelated to hygiene matters. The Principal Hawker Control Officer is responsible to the Senior Health Inspector.
The answer to the second part of the question is that the rank and salary scale of a civil service grade are determined mainly on the basis of entry requirements, level of responsibility, extraneous duties and conditions of service etc. The starting salary of the Assistant Hawker Control Officer rank is determined on the basis of their entry requirements, nature of work, special job factors such as the requirement to work on shifts and to perform obnoxious or dangerous duties relating to confiscation and arrest actions. The maximum salary point of the Assistant Hawker Control Officer rank as well as the salary scales of the Hawker Control Officer, Senior Hawker Control Officer and Chief Hawker Control Officer ranks are determined on the basis of their responsibilities, nature of work and special job factors.
