Department should earmark land for green areas so that there would be more greenery in places where buildings are close together, thereby reducing the pressure exerted on people by the concrete jungle, I would like to take this opportunity to call on the Land Development Corporation and even private developers to give more thoughts to this and contribute towards building a greener Hong Kong.

II. Education on Environmental Protection

1. Green Campaign

After 3 years' efforts, the Urban Council has gained some success and experience in urban greening. Apart from tree planting and preservation, the Urban Council should actively seek to set up a green education information centre. It should consider making available more educational resources to encourage the public and environmental groups to participate and assist in the promotion of green Hong Kong. Efforts on promotion of green education should continue. Looking back on the green campaign in 95/96, it had the active support of both the public and community groups. The number of participants has doubled, suggesting that we need all the more such resources in the foreseeable future in order to keep the momentum of the campaign. Green education can be divided into the following areas of work:

2. (i) Raising Green Consciousness: we should continue to promote the green concept and to intensify green consciousness among the public;

(ii) Greening and Preservation: to educate the public on how to preserve and protect urban trees, and to provide them with the opportunity to participate in tree planting and conservation.

Green Education Resource Centre

The Council should consider setting up a resource centre for both the public and green groups. The proposed resource centre can be used for the following purposes:

i. a venue for green exhibitions;

ii. collection and storage of information on green resources for public's reference;

iii. international contact—a medium through which Hong Kong can have exchanges with worldwide green campaign groups and through the international network, the centre can update itself of new technology on greening programmes:

iv. promotion of the local Green Embassador Scheme;

v. providing a meeting place for people interested in gardening and greening work;

vi. a data base for greening at home and a venue for promoting greening at home and for lectures.

3. Tackling the Problem of Illegal Dumping

Since the Environmental Protection Department implemented its 'Users Pay' policy, I have noticed that illegal dumping is a common phenomenon in remote
