III. Total Quality Management (TQM)

To meet the challenge of the new era, the Urban Services Department consider adopting within the department TOTAL QUALITY MANAGEMENT, a new modern management concept. I spoke on this at the Conventional Debate last year, and I am glad that this concept has the support of Mr. LEUNG Kam-tao this year.

Last year, I had summarized the concept of 'Total Quality Management' in 10 points, which I am going to bring up again this year. However, owing to the constraint of time, I cannot read them all out. Instead, I would put them on paper to be sent to the Secretariat. In general, formulation and implementation of policies may not necessarily be from top down. Senior management can discuss and plan with the junior staff and their decisions reached would be subject to revisions during implementation. The key point remains that this should involve the participation of and contribution from staff on low level. We learnt from the practical experience of other countries that so far this is a relatively effective way of management. These management concepts are worth considering and trying out in the following major areas: e.g. capital works projects procedures, design of administrative structure, effective management and enhancement of cost-effectiveness. Mr. Chairman, with these remarks, I support your motion. Thank you.

The Concept of Total Quality Management, which will enable the Urban Council to stride towards the year of 2000, is a new development trend in the world. While the quality of the UC services should be improved incessantly, there may be a breakthrough if the Concept of Total Quality Management is to be applied to the urban services. I would like to summarize this Concept in the following 10 points:
