# HONG KONG URBAN COUNCIL

I rise to move this motion.

MR. SUEN KAI-CHEONG, CHAIRMAN OF THE ADMINISTRATION SELECT COMMITTEE (in Cantonese):-Mr. Chairman, fellow Members, the 1995/96 Urban Council Annual Report is a public record of the Council's work and progress during its historic first year in office as a fully-elected Council.

Members will immediately notice how the Report incorporates the many valuable suggestions and contributions made by members of the editorial board under the leadership of Mr. CHAN Choi-hi. This new look is exemplified by the 13 reviews by the Chairmen of our Select Committees, a Section showing the large number of Motions debated and a new chapter on the highly interesting history of the Urban Council.

Also for the first time we organized a Cover Design Competition, and this year's very original and attractive cover by Mr. Jackson TSE features a swimming carp to symbolize the ever-busy Urban Council, against a background of flowers, in the form of the Council's bauhinia logo, representing the Council's goal of enriching city life.

Finally, I wish to thank the Public Information Unit of the Department, which comes under the Administration Select Committee, for the professionalism of its staff in producing the Annual Report.

MR. JOSEPH CHAN YUEK-SUT (in Cantonese): Mr. Chairman, I just want to say a few words. The cover design of this Annual Report is really remarkable. It is of an illusive feel and somewhat like a crystal ball with a fish swimming inside. Blue represents friendship, white represents purity and red is both aggressive and passionate. However, I have something to say about one of the photographs in the Report. I am referring to the one on page 83 of the Chinese version and page 82 of the English version. It is beautifully shot at night, but burning wax on a piece of grassland will burn out the grass. The Chinese caption says people are 'enjoying a family outing' whereas the English one gives the impression that we approve of the activity, calling it a 'ring of fire'. I feel sad looking at that photograph. Yes, it was beautifully done, but it saddens me. It reminds me that despite our site inspection this last Mid-Autumn Festival and our publicity beforehand, our advice was not heeded at all. The day following the Mid-Autumn Festival, wax stain was found everywhere on the grassland and 36 tons of refuse were collected. As in the past years, we carried out a lot of publicity beforehand and we put in a lot of effort that night. Before the Festival, we discussed about burning wax and lighting candles. We feel that putting that photograph there may give a wrong impression that we approve of such an activity and will stage it year after year. I personally feel that this kind of family outing to appreciate the moon at Victoria Park or other parks at Mid-Autumn Festival is one of the most selfish
