and ill-conceived kind with no regard for the good of the public whatsoever. I support the motion. It's just that I regret the appearance of that photograph.

Mr. Chan CHO-1 (in Cantonese):-I share some of Mr. Joseph Chan's feelings. Whoever is going to convene the editorial board of next year's Annual Report. I hope he will go one step further by reporting both nice things and not so nice things. In the very least, we can put in a photograph of a beautiful piece of grassland and then a second photograph of people burning wax, or the state of the grassland after wax burning. We feel that we can at least follow up on such activities.

MR. KAM NAI-WAI (in Cantonese):—When I opened the Annual Report, I was impressed by the very lively cover design. However, I think we need to review the choice of photographs. There is a group photo of all Members of the Urban Council, but no smile from most Members. I do not know why that particular photo was chosen. In fact, there should be other choices. I just had a look outside and found that another group photo shot on the same occasion showed many Councillors with smiling faces. I hope we can make better choices when we select photos in future. There is also another photo not of Mr. Li Wah-ming but named Mr. Li Wah-ming in the caption. I think we should exercise great care in selecting photos because they represent the whole Council.

Mr. Wong Kwok-hing (in Cantonese):—I am supportive of the motion in respect of this year's Annual Report. However, I suggest that Members should be consulted before next year's Annual Report is published because, as it is, those not in support of the motion would have to be responsible for amendments to the Report. It makes things somewhat pointless.

CHAIRMAN (in Cantonese):—Would you perhaps consider joining the editorial team next year? Very often, we can see the result only when a printed copy is ready. It would be difficult to show it, as a concrete copy, to Members before it is printed.

Does anyone else want to speak? If not, will the Secretary help count the votes.

The question was put.

The motion was carried unanimously.

(3) MR. IP KWOK-CHUNG, Chairman of the Markets and Street Traders Select Committee moved the following motion:—

'RESOLVED that:

(a) a Declaration be made under section 79(1) of the Public Health and Municipal Services Ordinance, Cap. 132 to amend further the
