As for the third question, it is difficult for me to answer it here. We do not know whether it is cost-effective and feasible to use a metal board or fence to replace the wire mesh. Since I am not an engineer but I will relay your suggestion to the Department and ASD to see if that can be done. Regarding your proposal to include a provision in the contract to enable us to prosecute the contractors if they fail to supervise their workers from causing damage to the Buffer Zone, you may wish to note that the contracts have already been signed. If there is such provision, I am sure the Department will urge the ASD to step up supervision and even prosecution. If there is no such provision in the contract, I am sure there is still something the Department or ASD can do to prevent or discourage the workers from trespassing the Buffer Zone. So, I can reassure Mr. CHEUNG that the Select Committee will discuss this issue in detail.

4. MOTIONS

(1) MR. RONNIE WONG MAN-chiu, Chairman of the Recreation Select Committee, moved the following motion:—

'RESOLVED that the Public Health and Municipal Services (Public Pleasure Grounds) (Amendment of Fourth Schedule) (No. 5) Order 1995 be made under Section 106 of the Public Health and Municipal Services Ordinance, Chapter 132.'

He said (in Cantonese):—As Chairman of the Recreation Select Committee, I rise on the motion standing in my name:—

'RESOLVED that the Public Health and Municipal Services (Public Pleasure Grounds) (Amendment of Fourth Schedule) (No. 5) Order 1995 be made under Section 106 of the Public Health and Municipal Services Ordinance, Chapter 132.'

The purpose is to amend the Fourth Schedule of the Public Health and Municipal Services Ordinance, Chapter 132 to include Hoi Yu Street Temporary Sitting-out Area, Law Uk Folk Museum Rest Garden, So Kon Po Recreation Ground, Wah Lam Path Sitting-out Area, Kai Tin Road Sitting-out Area, Kowloon Walled City Park, Sin Fat Road Tennis Courts, Tin Kwong Road Recreation Ground and Urban Council Pei Ho Street Complex Indoor Games Hall as public pleasure grounds and to delete Comfort Terrace Sitting-out Area and Kennedy Road Sitting-out Area from the Fourth Schedule.
