(2) MR. Ronnie Wong Man-chiu, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion:---
'RESOLVED that the Pleasure Grounds (Urban Council) (Amendment) (No. 2) Bylaw 1995 be made under section 109A(5) of the Public Health and Municipal Services Ordinance, Chapter 132".
He said (in Cantonese):-As Chairman of the Recreation Select Committee, I rise on the motion standing in my name:-
*RESOLVED that the Pleasure Grounds (Urban Council) (Amendment) (No. 2) Bylaw 1995 be made under section 109A(5) of the Public Health and Municipal Services Ordinance, Chapter 132'.
In June, the fees and charges for the use of athletic grounds and turf pitches have been determined by the Standing Committee of the Whole Council. For the purposes of tidying up the legislation, it is necessary to repeal items 1, 2, 3 and 7 in Part II; item 2 in Part IV and item 2 in Part IV of the Schedule to the Pleasure Ground (Urban Council) Bylaws (Cap. 132 sub. leg.).
Against this background, Sir, I so move.

(3) Miss ADA Wong Ying-kay moved the following motion:—
'RESOLVED that this Council, with input from its Culture, Museums and Libraries Select Committees, takes immediate action in drawing up a five-year plan, stipulating a comprehensive policy, specific tasks and development objectives of the Council in promoting culture and art, deciding on the allocation of resources according to the demand of the community on culture and art, and requests other select committees of the Council to review if similar plans on their respective purviews should be made.'
She said (in Cantonese):-Mr. Chairman, since the Council became financially autonomous in the early 1970's, all along, it has been operating independently in promoting culture and art. The Urban Council Ordinance empowers the Council broadly, in promoting culture and art, to do many things including:
25(1)(a) the Council may establish and maintain places for conduct of literary, artistic, musical and other activities of any kind:
(b) the Council may sponsor and assist or collaborate with any person or group of persons in organisation of various cultural and artistic activities.
