Mei Foo Sun Chuen have tries passed Mei Foo Sun Chuen through the Mei Foo buffer zone thus causing nuisance to the residents therein. There has been no improvement to the situation since the Urban Services Department took over management of the buffer zone from the Territory Development Department on 9 June. What are the management plans of the Department regarding the Mei Foo buffer zone? How does the Department handle matters concerning damage to the buffer zone?

MR. RONNIE WONG MAN-CHIU, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, replied as follows (in Cantonese):- Mr. Cheung referred to the Mei Foo Buffer Zone (Buffer Zone) being trespassed by workers of Route 3 of the West Kowloon Reclamation causing nuisance and the lack of improvement since the Department's taking over the site from the Territory Development Department from 9 June.

Mr. CHEUNG's question is concerned with the management of the Buffer Zone since the takeover. This question consists of two parts. The first part relates to the Department's management plan for the Buffer Zone. The second part enquiries as to how the Department would tackle the problem of damages to the Buffer Zone.

The answer to the first part of the question is that the Department will deploy staff to manage the facilities of the Buffer Zone in two shifts. There will be one Amenities Assistant leading one Artisan and three Park keepers per shift to man the Zone and to prevent people from damaging facilities of the Buffer Zone. These staff are being appointed and will report for duty very shortly.

Since taking over the Buffer Zone on 9 June 1995, the Department has already employed Security Guards of the Security Contractors in two shifts to look after the Buffer Zone. There are three guards in each shift. They are working round the clock to maintain the order of the Buffer Zone.

Regarding the cleansing work of the Buffer Zone, the Department's cleansing contractor is deploying three cleansing workers from 7.00 a.m. to 4.00 p.m. every day to maintain the cleanliness of the Buffer Zone.

The Territory Development Department's Landscape Contractor is providing a two-year maintenance service for the planting of the Buffer Zone.

To conclude, the Department has already devised a proper management plan for the Buffer Zone enabling the Mei Foo residents to enjoy a scenic and peaceful Buffer Zone.

With regard to the second part of the question, as workers of Route 3 at the West Kowloon Reclamation adjacent to Mei Foo cross the Buffer Zone as a short cut to go to Mei Foo for taking transport, buying their necessities and meals, it only takes them about 4 minutes. If they walk along the boundary fence of the Buffer Zone to Mei Foo, it will take them about 30 minutes. Thus most of these workers are making their way through the fence causing damages to the fence and also nuisance to the users of the Buffer Zone and residents of Mei Foo.
