Mr. Chairman is, can the question be referred to the SCWC for further discussion and if the SCWC decides to disclose public the minutes of that meeting, then that would be the appropriate forum for discussion.
MR. NG Wing-fai (in Cantonese):—Eventhough the Chairman of the LLB is absent but according to the Standing Order, the Vice-Chairman should answer the question. I feel that if it is suitable for discussion in the LLB, then it should be done in this way since Mr. Ambrose CHEUNG's has raised the point that the LLB may not be the suitable forum for discussion, I would support Mr. CHEUNG'S point that the SCWC should take it up.
Chairman (in Cantonese):—If this meets with the approval of Members, then the SCWC will discuss it.
MR. WU CHI-WAI (in Cantonese):—Apart from the procedural aspect, I have a policy question. Shall we follow the verdict of the Appeal Board to make a policy, to the effect that if the premises do not comply with the provisions in the Deed of Mutual Covenant, no liquor should be issued?
MR. NG WING-FAI (in Cantonese):—According to the Appeal Board's decision, it suggested that some policy guidelines be formulated by the LLB. But the LLB as today does not have any policy regarding the issue of liquor license. Therefore, regarding the question if a trade not permitted under the Deed of Mutual Covenant as mentioned by Mr. Wu, I will refer the matter back to the LLB for discussion on whether a policy should be drawn up.
CHAIRMAN (in Cantonese):—Since we have already agreed that the SCWC should discuss this, I believe Members will provide guidance for the policies to be considered by the LLB. Shall we stop asking any more the questions?
MR. AMBROSE CHEUNG WING-SUM (in Cantonese):—A question for the Vice-Chairman of the LLB. In reviewing the policies, can you also consider reviewing when an application has been turned down and there are public appeals or objections, what are the channels available for the public to lodge their appeal or objections?
