MR. STANLEY NG (in Cantonese):—I understand we have taken some disciplinary actions. May I know what are the nature of these actions? Are they warnings? Do we need to take more stringent actions against those serious cases? For example, I have heard that some Hawker Control Officers were engaged in hawking. Do the disciplinary actions taken against them correspond with the seriousness of the offence?
MR. SUEN KAI-CHEONG (in Cantonese):—The levels of disciplinary action are based on the seriousness of the offences. In this respect, I will ask the Department to give Mr. NG a written answer after the meeting concerning the various levels of disciplinary action.
Mr. Wu Chi-wat (in Cantonese): I would like to ask what sort of moonlighting work were engaged in by the 13 officers you mentioned? Are there any conflicts of interest in relation to their normal duties?
Mr. Suen Kai-CHEONG (in Cantonese):—I do not have the information at hand and this also involves some personal information. I will ask the Department to give Mr. WU a more detailed answer after the meeting.
MOTIONS
(1) MR. JOSEPH Chan Yuek-sut, Chairman of the Public Health Select COMMITTEE, moved the following motion:
*RESOLVED that the Cremation and Gardens of Remembrance (Urban Council) (Amendment) Bylaw 1995, the Public Cemeteries (Urban Council) (Amendment) Bylaw 1995 and the Exhumation (Fees) (Urban Council) (Repeal) Bylaw 1995 be made under sections 124EA(5), 116A(5) and 118A(5) respectively of the Public Health and Municipal Services Ordinance, Cap. 132.
He said (in Cantonese):—Mr. Chairman, As Chairman of the Public Health Select Committee, I rise to move the motion in my name.
The Cremation and Gardens of Remembrance (Urban Council) (Amendment) Bylaw 1995, the Public Cemeteries (Urban Council) (Amendment) Bylaw 1995, and the Exhumation (Fees) (Urban Council) (Repeal) Bylaw 1995 made under the Public Health and Municipal Services Ordinance (Cap. 132) now before the Council will, when adopted, increase the fees for cremation, the temporary storage of ashes, the permanent placing of ashes in a columbarium, the placing of memorials and planting of any plant, shrub or tree in Government crematoria and gardens of remembrance, internment in public cemeteries and grant of permission to exhume human remains in the Urban Council area.
The existing fees for such services were last revised in 1994. The purposes of this fee revision are to (a) maintain as far as possible parity of fees charged in both Council areas (except for burials) and (b) reducing Council's subsidy.
