HONG KONG URBAN COUNCIL

In New York, we were able to visit the New York Public Library which is essentially a reference library and one of the largest of its kind in the world, and also the Fifth Avenue Branch of the same library service which comprised a reference library and a lending library.

Members were also able to visit the Madison Square Garden which is currently under major renovation and also the famous Carnegie Hall.

Finally in Boston members were able to visit the Boston Museum of Science and its various component parts including the Omnimax Theatre where members were able to see the latest omnimax presentation currently available. Again the directors of the Museum were most willing to answer all the questions members put to them and allocated a full day's programme for the members to view this magnificent facility.

Mr. Chairman, all in all, I consider the trip was most enlightening, most useful and certainly will be of considerable help to us in the coming months in many of our future activities.

A full report will be presented to the Council in due course.

MOTIONS

1. THE CHAIRMAN, URBAN COUNCIL moved the following motion:-

'RESOLVED that the Urban Council Annual Report 1990 be approved.'

He said (in English):-The Urban Council's myriad activities and services to the community are covered in its latest Annual Report, copies of which are tabled today.

Apart from an Introductory Chapter, the 172-page report is in five parts 'Culture and the Arts', 'Recreation and Sport', 'Public Health', 'Administration and Planning' and 'A look at the 90's and the past decade'.

The report has a record number of vivid and exciting photographs-all in colour. They were taken by the staff of the Public Information Unit who also designed the report and co-ordinated its production.

The last section reaffirms the Council's full confidence in Hong Kong into the Nineties and reiterates the Council's determination to provide the best possible municipal services for the people of Hong Kong. An illustrated summary of the Council's major achievements over the past ten years has been included in this section.

The 'Do You Know?' columns have been given a new look to enable readers to find at a glance interesting facts and figures about the Council and the Urban Services Department.

Members will be pleased to learn that the price of this year's Report remains at $20. Both the Chinese and English editions record the work of the Council from 1 April 1989 to 31 March 1990.

HONG KONG URBAN COUNCIL

I now move the motion for the adoption of the Urban Council Annual Report 1990.

MR. MARVIN K. T. CHEUNG, CHAIRMAN OF THE ADMINISTRATION SELECT COMMITTEE, seconded the motion (in Cantonese): Mr. Chairman, photograph of students from the Urban Services Department's Chi Kit School singing in the Hong Kong Cultural Centre Concert Hall makes a fitting cover design for the Urban Council Annual Report 1990. It commemorates an important Council year marked by the historic opening of the Hong Kong Cultural Centre by Their Royal Highnesses, The Prince and Princess of Wales.

Many important Council events and projects occurring during the 12-month period ending on 31 March 1990 are recorded in the Report.

Included in more than 110 pages in colour are many new recreational and leisure facilities developed by the Council; and the construction of the Science Museum and the Hong Kong Park.

The Council's continuous attention to public health, culture and recreation is also given due prominence in the Report.

The 'Do You Know' columns have been 'crowned' with the Bauhinia blakeana, Hong Kong's floral emblem. Readers who wish to learn about the Council's activities at a glance can refer to these columns for statistical information.

Those interested in the Council's multi-faceted responsibilities will undoubtedly find the Report a very useful source of reference material.

We are fortunate to have a dedicated team of hard-working officers who have served the Council very well in 1989-90—an eventful financial year.

I would like to take this opportunity to thank the Council's Secretariat and the staff of the Urban Services Department, especially those who have to deal with illegal hawkers and those involved in cleaning up the city and the beaches as well as other municipal tasks, for a job well done. I would also commend the Annual Report's editorial team for a job well done.

With these remarks, Mr. Chairman, I second the motion.

MR. LAM CHAK-PIU (in Cantonese):—Mr. Chairman, the Annual Report represents a job well done, but in terms of proof reading there is a mistake. I think in the first line of the introduction in the Chinese version, there is a typographical error and for the academic qualification of Mr. TONG Kam-piu, some characters are missing. So, I hope that we can do more by way of proof reading.
