HONG KONG URBAN COUNCIL
1. MR. KENNETH T. C. LO, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, moved the following motion:—
'RESOLVED that the Pleasure Grounds (Amendment) (No. 2) By-laws 1983 be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132.'
He said (in English):—Mr. Chairman, as Chairman of the Recreation Select Committee, I rise on the motion standing in my name:—
'RESOLVED that the Pleasure Grounds (Amendment) (No. 2) By-laws 1983 be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132.'
The purpose of the amendment By-laws is to increase from 1 April 1983 fees for the use of indoor games halls and rooms, hard-surface tennis courts, obstacle golf courses, putting greens, bowling greens and squash courts under the jurisdiction of Urban Council. The present fees for indoor games halls and rooms were last reviewed in 1977 and those for hard-surface tennis courts, obstacle golf courses, putting greens, bowling greens and squash courts were introduced on 1 June 1981. It is now necessary to raise the fees to take account of increases in maintenance and operational costs.

The purpose of the amendment to the By-laws is to increase the admission fees and hire charges for the use of swimming pool facilities. The present fees and charges were last revised in 1982. A recent review showed that it is necessary to raise them again this year so that the increase in operating costs can be met. With the introduction of the revised scale of fees and charges, the level of Urban Council subsidy is about 70%.

3. DR. DENNY M. H. HUANG, CHAIRMAN OF THE ENVIRONMENTAL HYGIENE SELECT COMMITTEE, moved the following motion:—
'RESOLVED that the Public Cleansing and Prevention of Nuisances (Amendment) By-laws 1983 be made under section 15 of the Public Health and Urban Services Ordinance, Cap. 132.'
He said (in Cantonese):—Mr. Chairman, as the Chairman of the Environmental Hygiene Select Committee, I rise on the motion standing in my name:—
'THAT the Public Cleansing and Prevention of Nuisances (Amendment) By-laws 1983 be made under section 15 of the Public Health and Urban Services Ordinance, Cap. 132.'
The purpose of these amendments is to provide the existing legislation with wider powers to tackle illegal dumping from the following vehicles:—
(1) Invalid carriage (2) Motor cycle (3) Motor tricycle (4) Private cars
by holding the owners responsible for the illegal dumping. The maximum penalty is $5,000 plus 6 months' imprisonment.

YOUNG, VICE-CHAIRMAN OF THE ENVIRONMENTAL HYGIENE SELECT COMMITTEE, seconded (in Cantonese):—Mr. Chairman, the motion will serve the purpose of keeping Hong Kong clean and I am sure will be supported by people in Hong Kong. After implementation, I am sure those members of the public concerned with the upkeep of the cleanliness of Hong Kong will certainly co-operate in prosecuting these vehicles. So I am glad to second the motion.
