HONG KONG URBAN COUNCIL

'RESOLVED that the Pleasure Grounds (Amendment) By-laws 1979, be made under section 109 of the Public Health and Urban Services Ordinance, Cap. 132.'

The amendments proposed to Part II of the Schedule to the Principal By-laws prescribe a scale of fees for the use of the electronic scoreboard and timing equipment at the Wan Chai Sports Ground, and for the use of public address systems at various athletic grounds.

The amendment proposed to Part III of the Schedule to the Principal By-laws will enable the Council to charge the appropriate fees under By-law 18(4) of the Principal By-laws for use of the Wan Chai Sports Ground on occasions when the public pays for admission.

Members of the Liquor Licensing Board will serve on a Delegated Panel in rotation. The Delegated Panel will deal with, by circulation of papers, all unopposed applications for new issues, renewals, transfers and amendments to Liquor Licences.

2 The Liquor Licensing Board will meet to transact licensing matters in accordance with the provisions of regulations 13 of the Dutiable Commodities (Liquor) Regulations, Cap. 109.

Application for new issue of licence

3 On receipt of properly completed application forms, licensing staff will:- (a) within 2 days acknowledge receipt of the application in writing and in the case of an application for a club liquor licence enclose a copy of the leaflet on advertising procedure to the applicant.

(b) within 7 days refer the application simultaneously to:-

(i) The Commissioner of Police;

(ii) The City District Officer concerned (who may consult local kaifongs or other organizations)

giving a 14-day period for reply. If no reply is received at the expiry of this period, it will be assumed that there are no objections to the application.

(c) in the case of an application for a liquor licence arrange for a standard advertisement of the application to be published in the Government Gazette on the Friday next after the receipt of the application. (The Government Printer normally requires 7 days' notice). In the case of an application for a club liquor licence, the licensing staff will keep in view for copies of the newspaper advertisements sent in by the applicant and upon receipt of these copies, embody them into the application file after checking.

(d) at the expiry of the statutory 14-day period after the publication of the standard advertisement in the Government Gazette or the newspapers as the case may be and in the absence of any objection from the public and the departments concerned, a paper containing a detailed brief together with the licensing file, will be submitted by circulation to the Delegated Panel for decision. In contested cases, the paper and the file will be submitted to the Licensing Board for discussion and decision.

(e) In the event of an objection to an application being received the details of any such objection must be communicated to the applicant within 2 working days of its receipt.
