(c) Funeral Parlours

(i) To reprovision the existing Oil Street Funeral Depot. (ii) To press for early allocation of funeral parlour sites adequate for future development.

Cultural Services

(a) To expand the provision of cultural facilities similar to those at the City Hall by pressing for the building of a major cultural complex at Tsim Sha Tsui and another cultural complex in Kwun Tong, and planning further cultural complexes in other districts.

(b) To assist hirers in their presentation of cultural programmes at the City Hall.

(c) To increase the accessibility of the performing arts to the public especially for young people by organizing more cultural performances of western and Chinese music, dance and drama by local and international artists of popular interest at low admission prices.

(d) To encourage and assist young artists making their "debut" appearance.

(e) To promote and assist the Hong Kong Philharmonic Orchestra in its plans to become fully professional.

(f) To promote the appreciation of Chinese instrumental music by presenting regular concerts of such music.

(g) To promote the appreciation of drama and to improve the standard of production among Chinese dramatic groups.

(h) To continue to promote the City Hall as the cultural centre of Hong Kong by means of suitable publicity on the wide range of cultural functions now taking place at the City Hall.

(i) To continue improving the existing facilities and services in the City Hall.

(j) To present cultural programmes in the open air with a suitable mobile stage.

4. Entertainments and Advertising (including Licensing)

(a) Entertainment:

To pursue and sustain an imaginative and varied programme of public entertainment to the maximum extent; to promote the fullest co-operation of all public and private organizations in order to enrich the community's entertainment programmes, and to co-operate in co-ordinating all such efforts to achieve this aim; to bear in mind the special requirements of elderly and handicapped persons wherever feasible when drawing up the Recreation and Entertainment Programmes.

(b) Advertisements:

To finalize new advertisement by-laws; thereafter to recruit staff and to make the necessary arrangements to ensure that all advertising signs covered by the legislation meet the new legal requirements and are licensed and controlled.

(c) Car Parks:

To ensure that, although the government has entrusted to the Council only the management of Government public car parks, the Council will be fully consulted on location, design, etc. of future such car parks, and will be given all necessary means to carry out its management function in the best interests of the public who use them.

(d) Licensing:

To ensure that the licensing functions of the Council are expedited and correctly performed; that associated authorities are encouraged to co-operate in expediting their related procedures; to ensure that all procedures are easily understood by the applicants and the general public; and that enforcement of licensing regulations is clear, prompt and manifestly consistent.

Environmental Hygiene

(a) To maintain and, where possible, improve those services designed to provide satisfactory standards of environmental hygiene and to abate sanitary nuisances by providing Hong Kong with effective street cleansing, refuse collection, public convenience and conservancy services; and to continue the "Keep Hong Kong Clean" Campaign.

(b) To study the possibility and practicability of further mechanization in the cleansing services, and of replacing the existing
