In addition, to place particular emphasis on the need to maintain proper health standards of foodstuffs destined for export.

Food Premises

To raise the standard of hygiene in all food premises by:

(a) Continuing to enforce compliance with the Public Health and Urban Services Ordinance, Cap. 132, and Subsidiary Legislation in so far as it relates to food premises.

(b) Processing all applications for licences by a Central Licensing Unit to ensure that licences are granted as expeditiously as possible, and to further improve the licensing procedure whenever appropriate.

(c) Exercising control over the use of coin-operated automatic vending machines for the sale of food and drinks by introducing new legislation for licensing them.

(d) Working closely with the Housing Department and/or the Architectural Office, Public Works Department, in improving the design of food premises in the new estates and housing projects.

(e) Intensifying control and prosecution of unlicensed or unhygienic food premises and taking such action as may be practicable to prevent the operation of illegal or unhygienic food businesses.

Liquor Licensing

(a) To continue to review the legislation relating to liquor licensing and the control of licensed premises, and to recommend appropriate amendments.

(b) To streamline the licensing procedure.

(c) To intensify enforcement of the Dutiable Commodities (Liquor) Regulations 1970.

Hawkers

(a) To continue to press for the provision of land for the creation of off-street hawker bazaars and sites for markets.

(b) To introduce General Duties Teams on an experimental basis through the new district offices in Kowloon, particularly with regard to better orderliness and cleanliness in hawker areas and to discourage illegal hawking.

(c) To continue to press for Secretariat agreement to the policy approved by the Council to compensate Cooked Food Stall operators whose stalls are cleared without being resited.

(d) To ensure that hawkers and others affected know and understand better the aims of the Council's policy and the requirements of the law.
