TERMS OF REFERENCE

To exercise the powers and functions of the Council relating to the manage- ment of the City Hall, libraries, and museum and art galleries; and to plan and develop additional cultural services.

To exercise the powers and functions of the Council relating to environ- mental hygiene, and to implement health education programmes.

To exercise the function of the Council in relation to:-

(a) Financial matters generally, and in particular to co-ordinate the recommendations of other com- mittees on capital and recurrent expenditure.

(b) Preparation of the annual budget

for approval by the Council.

To deal with the order and pro- cedure of the Council including amendments to standing orders.

To act as the Public Relations Committee of the Council.
