HONG KONG URBAN COUNCIL

The question was put.

The motion was carried with 18 votes for, 3 against and 2 abstentions.

THE CHAIRMAN moved the following motion:

"RESOLVED--

(1) Under Section 59 of the Urban Council Ordinance that the persons whose names are set out in the first column of the attached Schedule shall be the members of the Select Committee detailed for the period up to the commencement of the first meeting of the Urban Council in April 1973, except that Messrs. B. A. BERNACCHI, Henry H. L. Hu, Raymond Y. K. KAN, Peter C. K. CHAN and Henry WONG, whose respective terms of office as Elected Members expire on 31st March, 1973, shall be members of the relevant Select Committees until that date.

(2) Under Standing Order 22(6) that the Chairman and Vice-Chairman of each Select Committee shall be as set out in the first column of the attached Schedule for the period up to the commencement of the first meeting of the Urban Council in April 1973, except that Messrs. B. A. BERNACCHI, Henry H. L. Hu, Peter C. K. CHAN and Henry WONG, whose respective terms of office as Elected Members expire on 31st March, 1973, shall be Chairmen/Vice-Chairmen of the relevant Select Committees until that date.

(3) Under Section 60(1) of the Urban Council Ordinance and Section 5(1) of the Resettlement Ordinance that the powers and functions of the Council as set out in the second column of the attached Schedule be delegated to the Select Committee shown in the first column for the period up to the commencement of the first meeting of the Urban Council in April 1973.

(4) Under Section 60(1) of the Urban Council Ordinance that the powers of the Council under Section 59 of the Ordinance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee:

Provided that each such change shall be reported to the Council at its next meeting."

The Select Committees and the terms of reference were agreed by the Standing Committee, and membership has been agreed amongst Members.

MR. SALES: Could I ask a question? Why has not a Vice-Chairman been found for the Environmental Hygiene Select Committee in accordance with the arrangement made among Unofficial Members?

CHAIRMAN:-We have not been successful in arranging this so far, Mr. SALES.

MR. BERNACCHI:-Mr. Chairman, Miss Cecilia YEUNG is not here, but I would like her to be Vice-Chairman.

MR. CHEONG-LEEN:-On the point raised by Mr. BERNACCHI, Mr. Chairman, could Dr. Denny HUANG be consulted in view of the fact that he is chairman of the committee?

CHAIRMAN:-I think it would be wise, ladies and gentlemen, to leave this over until later.

MR. SALES: I think Mr. BERNACCHI's point ought to be noted in the Minutes, and if Dr. HUANG agrees, I think Miss Cecilia YEUNG should be so described as Vice-Chairman without reporting back to the Council.

CHAIRMAN:-Thank you, Mr. SALES.

MR. LO TAK-SHING: I am not quite sure how that is possible, Mr. Chairman.

CHAIRMAN:-It will have to be reported at a subsequent meeting of the Council if Miss YEUNG is not made Vice-Chairman.
