To review and consider all proposals for the reform of local administration, and generally to present the Urban Council's views on the subject and to act as the Public Relations Committee of the Council.

To exercise the powers and functions of the Council in regard to markets generally, and under By-laws 4(1), 5(1)(c), 6, 7(1), 12, 13 of the Public Market By-laws (Cap. 132 [sub-leg]). To plan and develop marketing facilities as required.

To exercise the powers and functions of the Council relating to Museums and Art Galleries.

To exercise the powers and functions of the Council relating to the provision of recreation facilities; parks, play-grounds (including the appointment of keepers for public pleasure grounds under Section 111(1) of the Public Health and Urban Services Ordinance); bathing beaches; multi-storey car parks; temporary car parks; swimming pools (under the Swimming Pools By-laws (Cap. 132 [sub-leg]) and the Public Swimming Pool By-laws (Cap. 132 [sub-leg])); public entertainment; advertisements; and urban amenities generally, including recommendations for additional street lighting on amenity grounds, and to deal with the naming of new streets and the renaming of existing streets in the urban area.

To exercise the powers and functions of the Council relating to the management of the Hong Kong Stadium and any other stadia.

To determine overall resettlement policies and the planning of future operations, including the exercise of the powers and functions of the Council as the Competent Authority under Part IV and Part V of the Resettlement Ordinance.

To exercise the powers and functions of the Council as a Competent Authority under Part IV and Part V of the Resettlement Ordinance and to:-

(i) supervise and carry out the general administration of cottage resettlement areas.

(ii) make recommendations for the effective administration and control of the multi-storey resettlement estates.

To deal with Urban Council order and procedure and to consider any amendment of the Urban Council Ordinance and subsidiary legislation.
