By-laws 5(1) and (2), 11(1), 13(2), 14, 15(2), 16, 17, 19(2), 20, 21(1), 23, 24(1) and (2), 29(3), 31(1), 36(3) and 42 of the Milk By-laws (Cap. 132 [sub-leg]), and
By-laws 5(4) and (5), 9(3), 23(3), 31(1), 32(3), 33(3), 34(1), 34A, 35 and 38 of the Food Business By-laws (Cap. 132 [sub-leg]).

(a) To implement the overall hawker policy determined by the Hawker Policy Select Committee; to exercise the powers and functions of the Council under Section 86(2) and (3) of the Public Health and Urban Services Ordinance (Cap. 132) and By-laws 4; 5; 6(1); 7(1), (5) and (6); 8(1); 9(3), (4) and (5); 10(1) and (2); 13(2); 14; 15(1), (2) and (3); 16; 21(2); 23; 24(2); 25; 26; 26A; 29(b) and 31(1) of the Hawker By-laws (Cap. 132 [sub-leg]); and to deal with breaches of licence conditions by hawkers.
(b) In the light of experience to recommend to the Hawker Policy Select Committee any changes in hawker policy or legislation which may appear from time to time to be desirable.
To determine and implement the overall health education policy of the Urban Council.
To exercise the powers and functions of the Council relating to libraries.
