To exercise the powers and functions of the Council relating to libraries.

To exercise the powers and functions of the Council in regard to markets generally, and under By-laws 4(1), 5(1)(c), 6, 7, 12, 13 of the Public Market By-laws, 1960.

To exercise the powers and functions of the Council relating to Museums and Art Galleries.

To exercise the powers and functions of the Council (a) under Section 48 of the Public Health and Urban Services Ordinance, 1960, and under the By-laws relating to Offensive Trades; and (b) in regard to slaughterhouses, and to advise on the planning, construction, and operation of the new abattoirs.

To exercise the powers and functions of the Council as a Competent Authority under Part IV and Part V of the Resettlement Ordinance, 1958, and to determine overall resettlement policies and the planning of future operations.

To exercise the powers and functions of the Council as a Competent Authority under Part IV and Part V of the Resettlement Ordinance, 1958, including the power to appoint authorized officers and to:

(i) supervise and carry out the general administration of cottage resettlement areas.

(ii) make recommendations for the effective administration and control of the multi-storey resettlement estates.

To deal with Urban Council order and procedure and to consider any amendment of the Urban Council Elections Regulations, 1955.

To deal with the naming of new streets and the re-naming of existing streets in the urban area.

To exercise the powers and functions of the Council relating to parks; playgrounds; bathing beaches; multi-storey car parks; temporary car parks; swimming pools (under the Swimming Pools By-laws, 1961, and the Public Swimming Pool By-laws, 1957); advertisements; and urban amenities generally, including the putting forward of recommendations for additional street lighting on amenity grounds.
