By-laws 5, 7(1) and (2), 8, 16, 17, 18(3), 19, 20, 21(2), 23(a), 25(1) and (2), 29(3), 30(1), 36(2) and 43(3) and (4) of the Frozen Confections By-laws, 1960, By-laws 5, 9, 11(1)(i), 13(2), 14, 15(2), 16, 17, 18(2), 19, 20(1), 22, 23(1) and (2), 28(3), 30(1), 35(3), and 41(3) and (4) of the Milk By-laws, 1960, and By-laws 5(4) and (5), 9(3), 23(2), 30(1), 31(1), 32(3), 33(1), 34 and 37(2), (4) and (5) of the Food Business By-laws, 1960.

To exercise the powers and functions of the Council in regard to hawkers generally, and under Sections 86(2) and (3) of the Public Health and Urban Services Ordinance, 1960, and By-laws 4; 5; 6(1); 7(1); 7(5) and (6); 8(1); 9(3), (4) and (5); 10(1) and (2); 13(2); 14; 15(1), (2) and (3); 16; 21(2); 23; 24(2); 25; 26; 29(b) and 31(1) of the Hawker By-laws, 1960,

and to deal with breaches of licence conditions by hawkers.
