Dear Brazier,
With reference to the telegram just in from Hong Kong regarding our proposal to issue the agreed announcement about the resumption of private trading with that Colony, I enclose a copy of the announce- ment which we are releasing to the Press for publica- tion on the morning of 19th December, together with a copy of a letter to Scott, Foreign Office, regarding a similar notification being made to the foreign Governments concerned.
If you agree we would suggest that the terms of the announcement should be cabled forthwith for the information of the C.C.A.0.'s in Hong Kong, Malaya and Borneo.
I am sending copies of this letter and enclosures to Kenrick, Willis (Board of Trade), Miss Ashe (Treasury), H. J.H. Golsby (Department of Overseas Trade), Pockett (Ministry of War Transport) Jones-Parry (Ministry of Food) and also to the Dominions Office, India Office and Burma Office, in order that the Dominions and India may similarly be informed.
