With reference to Mayle's Tetter of the DEC 1945 26th November regarding the return of United States business men to Hong Kong, I now enclose a copy of an announcement about the resumption of private trading in Hong Kong, which is being released to the Press for publication on the morning of the 19th December, together with a copy of a letter on the subject which I have sent to Brigadier Brazier, War Office.

We should be grateful if you would now be good enough to arrange for the foreign Governments concerned, e.g. U.S.A. and China, to be notified of these plans for the resumption of private trading, and also for them to be informed that applications for admission to the Colony from nationals formerly trad ing in Hong Kong should be made to the Commander-in- Chief, Hong Kong.
