With reference to your letter of the 13th
October about surpluses of oil seeds and fats
in China, I enclose a copy of our telegram to
Chungking, which as you will see has been
repeated to Shanghai.
2. As regards the opening of consulates in
China you may care to know that the position
in reoccupied China is now as follows:-
The Chinese have agreed to the re-opening
of the Consulate-General at Shanghai and Mr.
Ogden has been appointed to the post. No
reply has yet been received regarding other
posts but the Embassy have now informed the
Chinese Ministry of Foreign Affairs of our
intention to appoint Mr. Whitamore to
Tientsin; meanwhile Mr. Lamb has gone to
Tientsin as Embassy representative.
As you
will appreciate, things are still rather
chaotic in China and our people have more
than enough to occupy their hands with the
physical care of British subjects on the
spot and the recovery of British property
from Chinese and other occupiers. They may
not therefore be able to obtain the necessary
information as promptly as one would like.
