You telephoned me yesterday about your letter, F.6835/1147/10, of the 21st September to Mr. Paskin on the subject of the admission of a

In view of the statement in paragraph 4 of your letter that the Foreign Office would be prepared to ask for the Consul General's withdrawal should he, in fact, indulge in any of the activities prohibited in the understanding which was reached with the Chinese on this matter in 1941 and referred to in War Office telegram to Cominander in Chief, Hong Kong, No. 72653, we agree not to attach any formal stipulations to the appointment of a Chinese Consulate in Hong Kong.

On this understanding we see no objection, from a Colonial Office viewpoint, to the interim appointment of Mr. T.W.Kwok referred to in Sir H. Seymour's telegram No. 1103 of the 15th September.
