One of the most urgent tasks after Japanese surrender will be reoccupation of key areas in occupied territories to enforce surrender and expedite the disarmament of Japanese forces.

2. We should like Generalissimo to know at once that we are arranging for the despatch of the necessary British forces to reoccupy and restore the administration of Hong Kong and also to ensure the control of the headquarters of the Japanese southern armies whieh is at Saigon.

3. Events have overtaken the discussion of Command boundaries in Indo-China and the Japanese surrender will in our view make it unnecessary to pursue the question further. We trust that Chiang Kai-shek will agree our common object should thereafter be to restore the French administration of Indo-China and to introduce French forces and administrators for this purpose as soon as they are available.
