Dear Price,

Since the meeting of the Chiefs of Staff and the Defence Committee yesterday on D.0.(45)5 we have had the United States Chiefs of Staff reply to our suggestions about sending a naval force to Hong Kong (J.S.M. 1 of August 13th). We have also had a telegram from our Embassy in

Chungking in which they recommend that the time has come for H.M.G. to declare at first hand their intentions about Hong Kong to the Chinese Government.

I am now inclined to think that we should do this and that we should take the opportunity at the same time to mention Saigon.

I enclose a copy of a draft telegram which I am submitting here. Do you see any objection to its despatch?
