I have just had the attached from MacDougall (Hong Kong Civil Service) whom you know is the Chief Civil Affairs Officer Designate for Hong Kong. He has recently been out to China and had discussions with Ride.

It seems a strange and probably embarrassing activity in Macao if it turns out to be true and I am completely fogged by the report that the two committees are "fully chartered and authorized by the governing bodies in London".
The first thing seems to be to find out the facts which you may be able to do by telegram to H.M. Ambassador and, if confirmed, the next thing would be to put a brake on any further developments and
