I agree that this is probably not pure fabrication. On the other hand I am very sceptical about the details. If the alleged move of H.M. Consul "created some consternation in Macao and not only the Macao Government but also the Japanese pay very close attention" to it, I should have expected to see evidence from other quarters.
This information, taken together with Mr. Reeves' recent approach to the Governor-General of Macao, strengthens the suspicion that he is being duped by an enemy agent. The sooner we can put him on his guard the better.

Unless we can obtain the consent of the Portuguese Government to the despatch of a land plane (or seaplane if there is no airfield at Macao), and also that of the Air Staff, there is no hope of our being able to furnish H.M. Consul with a secure cypher or to find out what is the state of his mind and what is causing his at present rather bizarre activities. Chinese intermediaries are too insecure and our only hope is an interview between Mr. Reeves and a British officer. The best of all would be if we could send a new Consul in by air to Macao to relieve Mr. Reeves.
I suggest that we might consult the Air Staff as to the feasibility of one flight to Macao. It might be possible to arrange that an officer carrying secure cyphers for Mr. Reeves, together with other instruc- tions, should make a forced landing at Macao and be interned there. In this case there would probably be little risk.
Shall I explore the possibility of some such operation with the Air Staff?
