Your Excellency,
With reference to the question of the rendition of the Leased Territory of Kowloon, I am sorry that the British Government cannot see their way to discuss it at the present time.
The early termination of the Treaty of June 9, 1898, by which the said lease was granted, is one of the long cherished desires of the Chinese people and, if effected on the present occasion, would go far, in the opinion of the Chinese Govern- ment, to emphasise the spirit of the new era which the Treaty concluded today is intended to inaugurate in the relations of our two countries. For this reason, I wish to inform you that theChinese Government reserves its right to propose it again for discussion at a later date.
