With reference to Your Lordship's moat

secret telegram No.273 of 3rd April, 1941, and my telegram of 27th June, 1941, to the Government of India, repeated to Your Lordship as No.607, I have the honour to forward herewith a complete list of plant and tools Enclosures which it is proposed to evacuate from Hong Kong in

emergency, together with a list of the personnel selected to accompany the plant.

The materials, with such iron and steel stocks as can be carried with then, will be loaded on two coasting steamers, to be requisitioned if necessary, and the personnel required for re-erecting the plant will accompany it. It is estimated that the ships could be loaded and despatched within three days from the time when orders are received to commence evacuation.

Twenty-three European men have been selected to accompany the ships and as many Chinese mechanics as possible, to a maximum of one hundred, would be sent with them •

Arrangements have been made also to evacuate any new standard ships completing at the time of evacuation, with the European personnel engaged on their construction. These arrangements form the subject of a separate memorandum which is also enclosed, with a list of the personnel.

Complete plans have been drawn up for the destruction of the plant, tools and stocks which remain after the evacuation.
