I am directed by His Excellency the Officer Administering the Government of Hong Kong to convey to you, on behalf of the Government and people of this Colony, an expression of their gratitude for the valuable assistance rendered by the members of the American Red Cross to the women and children who left Hong Kong during the early days of last mon th. Remembering, as we do, our own experience three years ago when thousands of refugees from Shanghai came to this Colony for safety, we can appreciate to the full the difficulties with which you were faced, and admire the efficiency and generosity with which you encountered them.

In these times when so much of the world is moved only by ill-will such an example of friend- ship and cooperation is doubly welcome and you may rest assured that it will not be forgotten.
