Dear Sir:

We have made an examination of the accounts of the Philip- pine Red Cross (American National Red Cross) in relation to cash transactions of the Hongkong Evacuation Fund for the period from July 3, 1940 to August 9, 1940 for the purpose of assisting you in the preparation of your official report to the authorities concerned.

Our examination consisted of accounting for the cash shown by the records to have been received and examining the canceled checks, vouchers, etc., supporting disbursements.

The cash shown by the records to have been received consist- ed of advances of $175,000 by the British Consul-General, Manila and contributions of #50,250 by the National Headquarters of the American Red Cross and 1,000 by the British War Relief Associa - tion.

The amount advanced by the British Consul-General was set aside to pay for room and board and local transportation expenses of the evacuees and one-half of the cost of equipment, etc. pur- chased for their comfort. Such expenses aggregated #216,623.37 or an excess of 41,673.37 over the amount advanced by the British Consul-General, as shown in the following summary:
