The Ambassador said that he had been discussing the situation in Hongkong with the Governor who was on leave. The Chinese still resented the proposal for the establishment of an immigration bureau. He would like further to represent the views of his Government as being hostile to this development. Dr. Quo said that the Hongkong University was of importance for training young Chinese and he hoped we should encourage the Colonial Office to maintain an interest in the growth of the University at Hongkong.
