Thank you for your letter of the

6th of December, (F.5226/177/10), about the Hong Kong Immigration Ordinance. You will have just received Monson's letter of yesterday reporting the passage of this measure through the Legislative Council, and proposing that it should be brought into force by proclamation in the Colony.

It is interesting to know that the Chinese Ambassador mentioned his fear of the possibility of a restriction upon the admission of Chinese students to Hong Kong

University as one of his reasons against the Bill. Having regard to the strong and sustained interest which both the Vice-Chancellor and the Governor have shown in the matter of the maintenance of the University to fulfil its function of serving students from China, he need have no fear that the measure would be operated in such a way as to interfere with that policy.

As regards the British Council,

it would, perhaps, not be warranted to say that their practical interest in the University extends over several recent years; nor in fact has the Council found it difficult to offer help
