Your telegram 655. Provided that you are of opinion that amendment of Hong Kong legislation to enable Companies' registered offices to be temporarily removed to another British territory in event of emergency is practicable and desirable, I suggest that Companies concerned can safely be left to obtain their own information as to requirements of law of territory to which they propose to remove their registered office, and that it is unnecessary on present information for His Majesty's Government in the United Kingdom to communicate with Dominion Governments, but it may be helpful if you would communicate direct with

Commonwealth of Australia to inform them briefly of legislative measure you intend to take for the purpose of enabling Union Insurance to transfer its registered

office from Hong Kong temporarily in event of emergency.
