facilities at Manila) would permit, British and other

non-American refugees would be afforded care and consid-

eration there similar to those provided for American

refugees.

If in your opinion there are any arrangements

which could usefully be made at the present time in

anticipation of such an emergency I shall be greatly

oliged if you would cause them to be taken in hand.

Furthermore, if there appears to be any action which

you consider should be taken by this Government in

furtherance of those arrangements I trust that you

will suggest it.

On the financial side the total cost of

evacuation and maintenance of evacuees wold fall

ultimately on "nited Kingdom Government funds or the

funds of this Government, so long as the evacuees are

dependent on the organization provided by the scheme,

and subject to recovery subsequently in whole or in

part from the individuals concerned. If whilst

evacuees were still dependent on the scheme objections

to their return to Hong Kong ceased to exist arrange-

ments would be made for them to leave the country of

their temporary sojourn at the cost of United Kingdom

Government or Hong Kong Government funds.
